Well, there's a way of keeping HTML clean using Tailwind, and it's nicely documented on Tailwind's doc. @apply ... All the nasty styles go to the SCSS instead of the HTML. By the way, ask a designer to write good semantic HTML, in my case haven't had any luck with that.
